The exemptions do not cover the part you need
Read the exemption list carefully and a pattern appears. Edmond exempts an accessory building of no more than 1 story and 200 square feet. It exempts a deck not exceeding 200 square feet. It exempts a retaining wall no more than 4 feet tall. Every one of those is about a structure.
Now read the mechanical, electrical and plumbing lines. A permit is required for any gas piping, new or altered. For electrical beyond replacing a switch or receptacle. For alterations to piping systems. There is no square-footage threshold on any of them, because square footage is not what makes gas dangerous.
So a small free-standing island under 200 square feet might not need a structural permit, and will still need permits for the gas and the power that make it an outdoor kitchen rather than a stone table.

Who may pull it
Licensing, briefly
Oklahoma does not license general contractors at state level, but Edmond requires a general building contractor’s licence for permit submittal and trade contractors must hold both city and state licences.
Oklahoma and Edmond do not agree
This catches people out, and it is worth being precise about. The Oklahoma Construction Industries Board states plainly that general contractors are not currently required to have a state licence in Oklahoma. The board licenses electrical, plumbing, mechanical and HVAC, roofing registration, building and construction inspectors, and home inspectors.
Edmond, separately, does require one. The city’s published position is that a general building contractor’s licence is required for permit submittal, that residential contractors must carry current general liability and workman’s compensation for permit submittal, and that trade contractors are required to hold active city and state licences.
So “Oklahoma does not license contractors” is true at state level and misleading in Edmond. Anyone pulling a permit in this city holds a city licence, and the trades on your job hold both. City trade licences expire on July 31 each year.
What the code assumes about the weather
Central Oklahoma designs to an ultimate wind speed of 115 mph under the 2018 International Residential Code, against 90 mph in the eastern part of the state. That is the number behind the post schedule and the footing depth on any cover or pavilion, and it is not a place to economise.

It requires one for electrical alterations beyond replacing a switch or receptacle. It requires one for alterations to plumbing piping. An outdoor kitchen normally involves all three, so the question is not really whether a permit is needed but how many.
