Deer Creek is not a city
A great deal of published material treats Deer Creek as a town in the OKC metro. It is not. There is a creek, there is a well-known school district, and there is an area people name in conversation, but there is no municipality, no census population and no single building department.
Which authority issues your permit there depends on whether your parcel sits inside Oklahoma City, inside Edmond, or in unincorporated Oklahoma County. Oklahoma City has been annexing into the area, so the answer has moved over time and can differ from the house next door.

How far do you travel?
Across the twenty-two communities listed here, from Nichols Hills eight miles south of Edmond to Purcell forty-four miles down. Distance moves the labour component of a quote; it does not decide whether we come.
Why does the permitting authority matter so much?
Because it decides the rules, the fees, the counter hours and the inspection schedule. In this metro it also is not obvious: Oklahoma City limits run north past NW 192nd Street, so a house that feels like it is in Edmond or Deer Creek can be an Oklahoma City address with Oklahoma City rules.
Is Deer Creek a city?
No, and this is worth being clear about because a lot of published material gets it wrong. Deer Creek is a creek, a school district and an area. It has no municipal government, no census population of its own, and no single permitting authority. Whether Oklahoma City, Edmond or Oklahoma County issues your permit depends on which side of a limit line your parcel sits.
Do the Edmond permit rules apply everywhere on this site?
No. The exemptions on the permits page are Edmond's own. Every incorporated community here runs its own building department and sets its own thresholds, which is why each area page names the department rather than repeating Edmond's rules.
